Résumé - Summary :
The treatment of housing in
the definition of income used to measure poverty makes a big difference to who
is counted as poor. Both the Before Housing Costs (BHC) and After Housing Costs
(AHC) measures in current use in the UK pose problems. We compare BHC and AHC
income with an alternative measure, overcoming their respective flaws by
including in income the difference between the estimated value of housing
consumed and housing costs, or net imputed rent. We investigate whether findings
about poverty among children and pensioners, and the effectiveness of poverty-reducing
policies, are affected by accounting for housing in this way.

Have labour market reforms at the turn of the millennium

According to the aims of the labour market reforms
of the 90s implemented in many European countries, workers may stay at their
first job for a shorter time, but should be ble to switch jobs easily. This
would generate a trade-off between job opportunities and job stability. This
paper addresses this issue using administrative longitudinal data for Germany
and Italy, taken as representative examples of continuous and isolated reforms,
respectively. The estimated piecewise constant job and employment duration
models show that changes in the durations of the first job and employment -
measured as the sum of multiple consecutive jobs - are observed in periods of
labour market reforms. However, the existence of a trade-off is not confirmed by
the results. In Germany, men have experienced an increase in employment
stability over time, mated with somewhat longer job durations, while women have
not benefitted from an increase in employment durations as a compensation for
the marked decrease in their first job durations. In Italy, employment stability
of the new entrants of both sexes has not improved after the reforms. The
reduction in the duration of the first job has not been counterbalanced by an
increase in the opportunity to find rapidly another job. These results suggest
that the objective of increasing job opportunities by means of labour market
deregulation has not been fully achieved.

présente la manière dont est appréhendée la mesure de l’inégalité des revenus en
économie. Nous rappelons les propriétés minimales que tout indice d’inégalité
doit satisfaire en insistant sur la distinction entre les indices d’inégalité
relative et les indices d’inégalité absolue. Nous présentons ensuite l’approche
éthique de la mesure des inégalités et en déduisons les familles d’indices
d’Atkinson-Kolm-Sen (AKS) et de Kolm-Pollak (KP). La recherche du consensus nous
amène dans un troisième temps à introduire les critères de Lorenz relatif et de
Lorenz absolu. La nécessité de mesurer la contribution à l’inégalité totale de
telle ou telle composante du revenu ou de telle ou telle partie de la population
nous conduit en dernier lieu à examiner les propriétés de décomposition des
indices.
Summary : We give in this note an overview
of the way income inequality is approached in economics. We first recall the
basic properties that any inequality index is required to possess and we insist
on the distinction between the indices of relative inequality and the indices of
absolute inequality. We present next the ethical approach to inequality
measurement and we derive the Atkinson-Kolm-Sen (AKS) and the Kolm-Pollak (KP)
families of indices. The search for a consensus among general classes of indices
leads us to the criteria of relative Lorenz and absolute Lorenz dominances.
Finally we briefly discuss the properties of decomposablity that allow one to
measure the contribution to overall income inequality of the inequality attached
to a particular subgroup of the population or to a particular income source.

Almost all OECD countries operate
comprehensive minimum-income programmes for working-age individuals, either as
last-resort safety nets alongside primary income replacement benefits, or as the
principal instrument for delivering social protection. Such safety-net benefits
aim primarily at providing an acceptable standard of living for families unable
to earn sufficient incomes from other sources. This paper provides an overview
of social assistance and other minimum-income programmes in OECD countries,
summarises their main features, and highlights a number of current policy
challenges.

This paper uses new Behavioral Risk Factor
Surveillance System data to provide the first estimates of well-being across the
states of America. From this sample of 1.3 million US citizens, we analyze
measures of life satisfaction and mental health. Adjusting for people’s
characteristics, states such as Louisiana and DC have high psychological well-being
levels while California and West Virginia have low well-being; there is no
correlation between states’ well-being and their GDP per capita. Correcting for
people’s incomes, satisfaction with life is lowest in the rich states. We
discuss implications for the arbitrage theory that regions provide equal utility
and compensating differentials.
