Résumé - Summary : Il presente lavoro si inserisce nel filone di letteratura che studia i possibili strumenti di contrasto alla povertà. Dopo aver provveduto a tracciare una classificazione delle diverse forme di politiche di sostegno al reddito, l’obiettivo principale del lavoro è di tracciare una survey approfondita delle principali caratteristiche dell’imposta negativa sul reddito (NIT), del dividendo sociale e reddito di cittadinanza (DS-RC) e dell’earning income tax credit (EITC), e di verificare, attraverso un’analisi degli effetti economici prodotti, i trade-off generati dai diversi schemi analizzati e la loro effettiva sostenibilità finanziaria. L’analisi verrà condotta osservando, per ogni tipologia di schema, gli effetti distribuivi, gli effetti sul mercato del lavoro e gli effetti sull’amministrazione. Nonostante le significative differenze riscontrabili in tali schemi, è possibile affermare che l’erogazione di una qualche forma di reddito minimo garantito sia il fine ultimo a cui tutti questi modelli ambiscono.

Résumé - Summary : Le rapport propose un état des lieux de l'orientation en France et met en relief les difficultés actuelles liées à son organisation : éclatement et faible coordination des structures, du financement et du pouvoir de décision en matière d'orientation, hétérogénéité et méconnaissance des prestations d'information, de conseil et d'accompagnement, faiblesse de l'évaluation de l'orientation, etc. Sur la base de ces constats, l'auteur formule des propositions, dans le cadre de la loi du 24 novembre 2009 relative à l'orientation et à la formation professionnelle tout au long de la vie et des réformes prévues pour améliorer l'insertion des jeunes. A noter que cette loi reconnaît désormais à toute personne un droit à l'orientation. Trois priorités sont avancées pour conclure le rapport : veiller à ce qu'il existe une continuité des politiques publiques entre l'action en matière d'orientation, celle en matière de formation et celle en matière d'emploi ; mettre en place le service public de l'orientation défini par la loi du 24 novembre 2009 ; préparer les adaptations nécessaires et la mise en place de coordinations entre les différents intervenants dans le cadre de cette politique.

Résumé - Summary : This paper studies the role of job search assistance programs in optimal welfare-to-work programs. The analysis is based on a framework, that allows for endogenous choice of benefit types and levels, wage taxes or subsidies, and activation measures such as monitoring and job search assistance for each period of unemployment in a dynamic environment with negative duration dependence in the exit rates to employment and potential depreciation in reemployment wages. We show that the main role of job search assistance is to delay or prevent situations in which it is no longer optimal to incentivize the worker to provide positive search effort. It is used to restore or maintain some minimum exit rate to employment which increases with the cost-effectiveness of job search assistance. We also find that in line with existing policies, these programs should mainly be used at the beginning of unemployment and for short durations. However, contrary to existing schemes, they should be exclusively targeted at unemployed workers with low initial exit rates to employment. For all other workers, they should only be used if they fail to find a job within reasonable time despite high expected initial exit rates.

Résumé - Summary : Fast-food establishments in Illinois and Indiana were surveyed during a period of state-mandated minimum wage increases in Illinois. While entry-level wages of Illinois establishments rose substantially in response to the mandated increases, there is little evidence that Illinois establishments ameliorated wage increases by delaying scheduled raises or reducing fringe benefit offerings. There is little evidence of ‘labor-labor’ substitution in favor of women, better educated, or teenaged workers, or increased worker tenure at the new wage, but weak evidence of increased food prices. In contrast, there are large declines in part-time positions and workers’ hours in Illinois relative to Indiana. Aggregate figures from the Bureau of Labor Statistics support relative declines in total fast-food employment in ‘downstate’ Illinois counties, as hypothesized. However, establishment’s responses do not appear proportionate to the strength of the minimum wage change.

Résumé - Summary :
Using representative linked employer-employee data of the German Federal Employment Agency, this paper shows that just one out of seven full-time employees who earned low wages (i.e. less than two-thirds of the median wage) in 1998/99 was able to earn wages above the low-wage threshold in 2003. Bivariate probit estimations with endogenous selection indicate that upward wage mobility is higher for younger and better qualified low-wage earners, whereas women are substantially less successful. We show that the characteristics of the employing firm also matter for low-wage earners’ probability of escaping low-paid work. In particular small plants and plants with a high share of low-wage earners often seem to be dead ends for low-wage earners. The likelihood of leaving the low-wage sector is also low when staying in unskilled and skilled service occupations and in unskilled commercial and administrational occupations. Consequently, leaving these dead-end plants and occupations appears to be an important instrument for achieving wages above the low-wage threshold.
