. The development of multidimensional poverty in Germany 1985-2007,

Résumé - Summary :
This paper deals with concepts of multidimensional poverty measurement and applies them to Germany. Three concepts of poverty are examined and included into one multidimensional approach: economic well being, capability and social exclusion. The empirical application relies on indices introduced by Bourguigon and Chakravarty (2003), and Alkire and Foster (2008). It uses data from the German Socio-Economic Panel study. The indices are tested for their robustness in several aspects, and the influence of changing levels of substitutability between achievements on the poverty dimensions is examined. It transpires that the depth of poverty is relatively stable for the period 1985 to 2007. A structural analysis of the poor in 2007 reveals that the group at greatest risk of poverty is the unemployed.

. Making the 1996 welfare reform work : the promise of a job,

While it is well known that Temporary Assistance for Needy Families (TANF) caseloads have shrunk by 50 percent or more since the passage of the 1996 welfare reform act (PRWORA), information regarding the economic circumstances and overall well-being of those who leave the welfare roles is less publicized. The extensive evidence examined in this paper presents a consistent picture: although approximately 60% of welfare leavers exited with a full-time job, within a year or two approximately half of all leavers fall into poverty. There is some evidence that the percentage living in poverty has increased for more recent leavers. These findings all date to periods prior to the recent severe economic recession. The proximate cause of this high rate of poverty, as revealed in the data, is that welfare leavers end up working, on average, too few hours over the course of a year. Behind these low hours are the more fundamental causes of the measurable “barriers to work” limiting many leavers, and the limited supply of appropriate private-sector jobs, even during the so-called full-employment years of the late 1990s.(...)

Summary :
The global recession is likely to results in higher structural unemployment for some time in many OECD countries. This paper assesses how the shock to aggregate unemployment as a result of the economic crisis may be transmitted to structural unemployment through hysteresis effects that occur through the rise in long-term unemployment. The estimated increase in structural unemployment due to the crisis is estimated at ¾ percentage point in the OECD as a whole, but the paper highlights wide crosscountry differences with the largest increases expected in those European countries where unemployment is increasing most and where institutional settings remain less favorable than elsewhere, notably Spain and Ireland.

La récession mondiale est susceptible d’entrainer un chômage structurel plus élevé pendant un certain temps dans de nombreux pays de l'OCDE. Ce document examine comment le choc sur le chômage global résultant de la crise économique peut être transmis au chômage structurel par des effets d’hystérésis qui se produisent via la montée du chômage de longue durée. L'augmentation estimée de chômage structurel résultant de la crise est estimée à ¾ de point de pourcentage pour l'OCDE dans son ensemble, mais cette étude souligne les différences importantes entre pays, avec notamment les plus grandes augmentations attendues dans les pays européens où l’environnement institutionnel demeure moins favorable qu'ailleurs, notamment l'Espagne et l'Irlande

In view of rising wage and income inequality, the introduction of a legal minimum wage has recently become an important policy issue in Germany. We analyze the distributional effects of a nationwide legal minimum wage of 7.50 € per hour on the basis of a microsimulation model which accounts for the complex interactions between individual wages, the tax-benefit system and net household incomes, also taking into account potential employment effects as well as indirect effects on consumption. Simulation results show that the minimum wage would be rather ineffective in raising net household incomes and reducing income inequality, even if it led to a substantial increase in hourly wages at the bottom of the wage distribution. The ineffectiveness of a minimum wage in Germany is mainly due to the existing system of means-tested income support and the position of minimum wage earners in the income distribution.

Résumé - Summary : In this paper we consider the main factors that have influenced inequality of opportunity (IO) in Europe. Based on the EU-SILC database, we find that the various levels of development, education and social protection expenditure in 23 European countries significantly affect IO. Dropping out from school, reaching at least secondary levels of education, social spending to promote social integration and child care are the most important variables of those analyzed. The functioning of the labor market and the tax structure, on the other hand, do not have a significant bearing on IO. Lastly, we note that IO and total inequality exhibit differentiated explanatory patterns, which signifies that means of redistribution that serve to reduce overall inequality do not necessarily reduce IO.
