Résumé - Summary :
The paper constructs a case for
arguing that poverty researchers need not worry about inequality (as poverty
researchers). It reviews conceptualisations of poverty as essentially relational,
a particular reflection of prevailing inequalities. In this approach, people are
in poverty because they are less well off than others along important
dimensions of wellbeing. As against this view, the paper constructs a case for
studying poverty as non-relational. In this approach, people are in poverty
because they are worse off than they might have been along important
dimensions of wellbeing. The argument is developed in the space of justice, and
by reference to prioritarian approaches. Some implications of adopting a
prioritarian perspective on poverty are briefly discussed. A Note discusses
counterparts to this argument in poverty analysis.

Job quality is a multidimensional concept, but the empirical analysis of job
quality in Europe leads to three main types of result. First, it reveals
important differences across countries, with four main regimes prevalent in
Europe. Second, it supports the hypothesis that a higher level of job quality is
associated with better labour market and economic performance. Finally, it
emphasises the heterogeneity of quality across social groups, especially
according to gender, age, and education.

Looking beyond the bridge : How temporary agency employment affects labor
market outcomes,

We perform a comprehensive analysis of
the stepping-stone effect of temporary agency employment on unemployed workers.
Using the timing-of-events approach, we not only investigate whether agency
employment is a bridge into regular em-ployment but also analyze its effect on
post-unemployment wages and job stability for unemployed Danish workers. We find
evidence of large positive treatment ef-fects, particularly for immigrants.
There is also some indication that higher treatment intensity increases the
likelihood of leaving unemployment for regular jobs. Our re-sults show that
agency employment is even more effective in tight labor markets, where firms use
agency employment primarily to screen potential candidates for permanent posts.
Finally, our results suggest that agency employment may improve subsequent match
quality in terms of wages and job duration.

Complementing or replacing old age insurance ? The growing
importance of funded pensions in the French pension system,

The French pension system has for long been
characterised by its very low reliance on funded pensions, which have almost
become a taboo subject since the Second World War. While other countries have
often complemented statutory pensions with funded occupational pension schemes,
in France, the social partners have put in place an encompassing network of
supplementary pension arrangements financed on a pay-as-you-go (PAYG) basis. The
generosity of these schemes and their defence by trade unions and part of the
business community has considerably limited the room for expansion of funded
pension schemes. However, the role played by these supplementary PAYG schemes
has significantly changed over the last two decades. First, the gradual
harmonization of rules within the different schemes and their compliance with EU
social security regulations are leading to their quasi “first-pillarization”.
Second, similar to statutory pensions, these schemes have also undergone gradual
retrenchment and will offer reduced replacement rates. As a result, the
development of pension savings has been implicitly promoted, although more on a
voluntary basis than on a compulsory one. Despite a unification in the
regulatory framework governing funded – occupational and personal – pension
plans, access to these schemes remains mostly limited to high-skilled workers.

L'étude
empirique proposée dans cet article s'inscrit dans la lignée des travaux portant
sur les effets des choix résidentiels sur la qualité de l’insertion
professionnelle sur le marché du travail. Elle se concentre en particulier sur
la population en emploi et cherche à connaître l'influence du statut résidentiel
sur les salaires individuels, qui est a priori ambiguë. D'une part, la propriété
immobilière peut, en réduisant la mobilité et la taille du bassin de nouveaux
emplois envisageables, diminuer les opportunités d’accroître son salaire ;
d’autre part, les propriétaires peuvent faire jouer des réseaux sociaux plus
importants et faire valoir une plus grande stabilité professionnelle auprès de
leurs employeurs, ce qui est bénéfique pour une promotion salariale interne
éventuellement assortie du financement d’une formation interne. Nous utilisons
la partie française du Panel
Européen des Ménages 1995-2001 et
les données américaines du Panel
Survey of Income Dynamics
1994-1999. Les résultats obtenus montrent que les propriétaires bénéficient,
toutes choses étant égales par ailleurs, d’une prime salariale en France par
rapport aux locataires, alors qu’aux Etats-Unis, les rémunérations des deux
groupes sont en moyenne équivalentes. Ces résultats remettent en cause
l’hypothèse d’Oswald selon laquelle la propriété immobilière serait néfaste aux
performances sur le marché du travail.

This study provides an overview of a broad
range of existing measures that go beyond gross domestic product (GDP) to offer
a more complete and accurate picture of how a society and its economy are faring.
Based on a review of the literature and an analysis of major arguments and
rationales for moving beyond GDP as a measure of national well-being, this
report identifies 14 categories of national well-being. It synthesizes hundreds
of indicators found in 28 reports that present alternative indices and systems
of well-being into 79 indicators organized under these categories.
