. CAISSE NATIONALE DES ALLOCATIONS FAMILIALES (CNAF)

Etablissement public à caractère administratif, la Caisse Nationale d’Allocations Familiales assure la répartition des masses financières de l’ensemble des régimes de prestations familiales et centralise l’ensemble des opérations des caisses d’allocations familiales. La Direction des Etudes publie une revue “Recherches et previsions”ainsi que des "Documents de travail".

. CAISSE NATIONALE D’ASSURANCE VIEILLESSE (CNAV)

La Cnav, établissement public à caractère administratif, remplit une double fonction : - en tant que caisse nationale, elle définit les orientations de la branche retraite en matière d'assurance vieillesse-veuvage et d'action sociale, - en Île-de-France, elle gère directement la retraite du régime général en assurant la tenue des comptes des cotisants, le calcul et le paiement des retraites et des prestations d'action sociale. Dans les autres régions de France, ce rôle est dévolu à 14 Cram (les caisses régionales d'assurance maladie), à la Crav (caisse régionale d'assurance vieillesse) pour l'Alsace-Moselle et aux CGSS (caisses générales de sécurité sociale) pour les départements d'outre-mer. Les missions de la branche retraite sont donc de gérer la retraite des salariés du secteur privé et de contribuer à faire progresser la connaissance des phénomènes liés au vieillissement.

. CAISSE NATIONALE DE L’ASSURANCE MALADIE DES TRAVAILLEURS SALARIES (CNAMTS)

Établissement public à caractère administratif, la Caisse Nationale de l'Assurance Maladie des Travailleurs Salariés est chargée, de gérer deux branches de la Sécurité sociale : la branche maladie, maternité, invalidité, décès et la branche accidents du travail et maladies professionnelles, à ce titre, de mettre en oeuvre et promouvoir la prévention des accidents du travail et des maladies professionnelles - d'exercer une action sanitaire et sociale et de coordonner l'action sanitaire et sociale des caisses primaires et caisse régionales ; - d'organiser et de diriger le contrôle médical - de coordonner la gestion administrative et d'exercer un contrôle sur les opérations immobilières des caisses primaires et caisses régionales ; - de mettre en oeuvre les actions conventionnelles prévues par les textes dans le respect des lois de financement de, la Sécurité sociale.

. COMMISSION POUR LES SIMPLIFICATIONS ADMINISTRATIVES (COSA)

La Commission pour les simplifications administratives, présidée par le Premier ministre, a été créée par le décret n° 98-1083 du 2 Décembre 1998 (JO du 3 Décembre 1998), modifié par le décret 2001-452 du 25 mai 2001 (JO du 29 mai 2001). Elle succède à la Commission pour la simplification des formalités (COSIFORM) et au CERFA. Elle est une instance d'étude, d'impulsion et de suivi en matière de simplifications administratives. Dans ce cadre, elle assure, par ailleurs, la mission d'homologation et de révision des formulaires administratifs précédemment dévolue au CERFA, ainsi que leur mise en ligne au service des usagers.

. DIRECTION DE L’ANIMATION DE LA RECHERCHE, DES ETUDES ET DES STATISTIQUES (DARES)

La direction de l'animation de la recherche, des études et des statistiques est chargée d'assurer, en liaison avec l'INSEE, la production régulière et fiable des statistiques utiles au ministère et aux acteurs sociaux (partenaires sociaux, conseils régionaux, acteurs du secteur public de l'emploi, presse économique et sociale). Elle est chargée plus généralement de mettre à la disposition de ces derniers, au travers de ses publications, les éléments de statistique, d'étude, d'évaluation et de recherche qui leur sont nécessaires. Elle a vocation à constituer un pôle d'expression et de référence dans le débat social sur les questions de travail, d'emploi et de formation professionnelle, en promouvant les données statistiques et résultats d'études dont elle est à l'origine. En liaison avec les autres directions, elle promeut aussi et coordonne la politique d'évaluation menée au sein du ministère, coordonne les programmes d'études réalisés sous son égide, et anime les travaux de recherche dans les domaines qui intéressent le ministère. Elle exerce également un rôle d'alerte, d'initiative et de proposition au sein du ministère en fonction des évolutions constatées au travers des statistiques, études et recherches. . DIRECTION DE LA RECHERCHE DES ETUDES DE L’EVALUATION ET DES STATISTIQUES (DREES)

La Direction de la recherche, des études, de l'évaluation et des statistiques (Drees), du ministère de l'emploi et de la solidarité, a été créée par le décret du 30 novembre 1998. Elle intègre de nouvelles fonctions en matière d'études et d'évaluation qui s'ajoutent aux fonctions antérieurement exercées par le Sesi et la MiRe en matière de recherche. La Drees réalise des études et des projections socio-démographiques, économiques et financières. Elle élabore des synthèses, notamment, les comptes de la santé et les comptes de la protection sociale. Elle a aussi pour mission de coordonner et d'animer les études menées sous l'égide du ministère. Elle analyse les effets structurels des politiques sociales et participe à la conception, à la validation et à la mise en oeuvre des méthodes d'évaluation. . Fonds de Financement de la Protection complémentaire de la Couverture universelle du Risque Maladie (CMU)

Le Fonds de financement de la CMU est un établissement public national à caractère administratif créé par la loi du 27 juillet 1999. Le Fonds CMU exerce deux missions :
- Financer la CMU complémentaire et le dispositif d'aide complémentaire santé ;
- Suivre et analyser le fonctionnement de ces dispositifs.

. FONDS DE SOLIDARITÉ VIEILLESSE

Établissement public administratif de l'État créé en 1993, le F.S.V. a pour mission de prendre en charge les avantages de retraite relevant de la solidarité nationale. Depuis 1999, il gère transitoirement le fonds de réserve pour les retraites par répartition jusqu'au 1er juillet 2002, date à la quelle ce fonds sera constitué en établissement public autonome.

Le CREDOC est un organisme d'études et de recherche au service des acteurs de la vie économique et sociale. Depuis sa création en 1953, le CREDOC analyse et anticipe le comportement des individus dans leurs multiples dimensions : consommateurs, agents de l'entreprise, acteurs de la vie sociale. Il a mis en place depuis 1978 un dispositif permanent d'enquêtes sur les modes de vie, opinions et aspirations des Français et s'est spécialisé dans la construction de systèmes d'information, les enquêtes quantitatives ad hoc, les enquêtes qualitatives par entretien et l'analyse lexicale.

The Department is a major commissioner of external Social Science Research. . CENTRE FOR  ANALYSIS OF SOCIAL EXCLUSION (CASE)

The ESRC Research Centre for Analysis of Social Exclusion (CASE) was established in October 1997 with funding from the Economic and Social Research Council (ESRC). The core research of CASE is divided between five inter-related strands: economic exclusion and income dynamics; social welfare institutions; family change and civil society; community, area polarisation and regeneration; and exclusion and society. Its aim is to understand the dynamic processes at work within its areas of study and to investigate the individual characteristics and social institutions which prevent exclusion, and promote recovery, regeneration and inclusion.

. EUROPEAN TAX-BENEFIT MODEL (EUROMOD)

EUROMOD is a 15-country Europe-wide benefit-tax model. It involves a team of researchers from all 15 member states of the European Union. EUROMOD provides estimates of the distributional impact of changes to personal tax and transfer policy, with (a) the specification of policy changes, (b) the application of revenue constraints and (c) the evaluation of results each taking place at either the national or the European Level. Thus EUROMOD is of value both in assessing the consequences of consolidated social policies and in understanding how different policies in different countries may contribute to common objectives. It is of as much significance in evaluating national policies within a European perspective, as in evaluating policies at the level of the European Union. In its conferences and activities, it serves as a bridge between scholarship and public policy, bringing new knowledge to the attention of decision-makers and affording scholars a better insight into public policy issues. The Brookings Institution's "social welfare" presents articles about poverty, working poor, welfare reform.
In 2002, Congress must reauthorize the Temporary Assistance for Needy Families (TANF) program and a number of related programs that were created or dramatically altered by the landmark welfare reform legislation enacted in 1996. And even before then, Congress will be considering tax cuts that have important implications for low-income families. The Brookings Institution’s Welfare Reform & Beyond Initiative is intended to inform these critical policy debates in several ways.

. CENTER FOR LAW AND SOCIAL POLICY (CLASP)

The Center for Law and Social Policy (CLASP), a national, non-profit organization founded in 1968, conducts research, policy analysis, technical assistance, and advocacy on issues related to economic security for low-income families with children. Promoting a Progressive Agenda in Family Policy CLASP' s policy analysts and lawyers are experts on a host of family policy issues, including welfare reform, workforce development, education and training, child care, child welfare, child support, reproductive health/teen parents, and couples and marriage policy. Their work melds legal and policy analysis, qualitative research, and syntheses of quantitative research, and syntheses of quantitative research and best practices - building on years of experience with policy debates, program structures, legal and fiscal rules, and implementation issues. CLASP offers a variety of services and products to federal policymakers, state and local officials and program administrators, non-profit groups, national and state research and advocacy organizations, and the news media.

. CENTER ON BUDGET AND POLICY PRIORITIES (CBPP) Updated

Founded in 1981, the Center on Budget and Policy Priorities has emerged over the past two decades as one of the leading organizations in the country working on fiscal policy issues and issues affecting low- and moderate-income families and individuals. The Center specializes in research and analysis oriented toward policy decisions that policymakers face at both federal and state levels. Child Trends is a nonprofit, nonpartisan research organization dedicated to studying children, youth, and families. Major Research Areas :
- Child Trends conducts basic research and evaluation studies in several critical areas (teenage pregnancy and childbearing; the effects of welfare and poverty on children; issues related to parenting, etc.)
- Child Trends gathers data on the major indicators of children's health and well-being, analyzes trends in these data over time, and works to develop new or improved indicators of child and family well-being.

Families USA is a national non-profit, non-partisan organization dedicated to the achievement of high-quality, affordable health and long-term care for all Americans. Working at the national, state and community levels, we have earned a national reputation as an effective voice for health care consumers for over 15 years. We act as a watchdog over government actions affecting health care, alerting consumers to changes and helping them have a say in the development of policy. We produce highly-respected health policy reports describing the problems facing health care consumers and outlining steps to solve them. We conduct public information campaigns about the concerns of health care consumers using sophisticated media techniques that reach many millions of Americans through television, radio, newspaper and other print outlets. We serve as a consumer clearinghouse for information about the health care system.

Le système d'information mutuelle sur la protection sociale (Mutual Information System on SOCial Protection - MISSOC) a été établi en 1990 afin de promouvoir des échanges d'informations suivis en matière de protection sociale entre les États membres. MISSOC est devenu une source d'information privilégiée sur la législation dans le domaine de la protection sociale dans tous les États membres de l'Union européenne et dans les pays l'Espace économique européen
MISSOC repose sur l'étroite collaboration entre la DG "Emploi et affaires sociales", un réseau de représentants officiels des États participants et un secrétariat nommé par la DG "Emploi et affaires sociales". Chaque État membre est représenté par un ou deux correspondants des ministères ou institutions nationaux responsables des domaines de la protection sociale. Les correspondants fournissent les informations à MISSOC et s'assurent que celles-ci sont exactes et peuvent être publiées par MISSOC. Le réseau MISSOC se réunit deux fois par an (en mai et en octobre) dans l'État membre assurant la présidence de l'Union européenne. Depuis 2000 l'Islande, le Liechtenstein et la Norvège ont également adhéré au réseau MISSOC. Ils ont été suivis par la Suisse, après la signature d'un accord en 2002. The Mutual Information System on Social Protection (MISSOC) was established in 1990 to promote a continuous exchange of information on social protection among the EU Member States. MISSOC has become the central information source on social protection legislation in all Member States of the European Union and countries of the European Economic Area.
MISSOC is based on the close co-operation between DG Employment and Social Affairs, the network of official representatives of the participating States, and a secretariat appointed by DG Employment and Social Affairs. Each Member State is represented by one or two correspondents of national ministries or institutions responsible for the areas of social protection. The correspondents provide the information to MISSOC and assure that it is accurate and can be published by MISSOC. The MISSOC network meets twice a year (May and October) in the Member State holding the Presidency of the European Union. Since 2000 Iceland, Liechtenstein and Norway also joined the MISSOC network, ;they were followed by Switzerland in 2002. MISSOC now covers all countries of the European Economic Area and EFTA, a total of 29 countries.

. LUXEMBOURG INCOME STUDY (LIS)

The LIS is a non-for-profit cooperative research project with a membership that includes 25 countries on four continents: Europe, America, Asia and Oceania. The LIS project began in 1983 under the joint sponsorship of the government of the Grand Duchy of Luxembourg and the Centre for Population, Poverty and Policy Studies (CEPS). The LIS database is a collection of household income surveys. These surveys provide demographic, income and expenditure information on three different levels: household, person and child.
