CONSEIL NATIONAL DE LUTTE CONTRE LA PAUVRETE ET L'EXCLUSION SOCIALE (CNLE)
Créé en 1992, le Conseil national des politiques de lutte contre la pauvreté et l'exclusion sociale (CNLE), a vu ses attributions renforcées par la loi n° 98-657 du 29 juillet 1998 d'orientation relative à la lutte contre les exclusions. Placé auprès du Premier Ministre, il assiste de ses avis le Gouvernement dans toutes les questions relatives à la lutte contre la pauvreté et l'exclusion sociale et assure une concertation entre les pouvoirs publics, associations, organisations et personnalités qualifiées.

DIRECTION DE LA RECHERCHE DES ETUDES DE L’EVALUATION ET DES STATISTIQUES (DREES)
La Direction de la recherche, des études, de l'évaluation et des statistiques (Drees), du ministère de l'emploi et de la solidarité, a été créée par le décret du 30 novembre 1998. Elle intègre de nouvelles fonctions en matière d'études et d'évaluation qui s'ajoutent aux fonctions antérieurement exercées par le Sesi et la MiRe en matière de recherche. La Drees réalise des études et des projections socio-démographiques, économiques et financières. Elle élabore des synthèses, notamment, les comptes de la santé et les comptes de la protection sociale. Elle a aussi pour mission de coordonner et d'animer les études menées sous l'égide du ministère. Elle analyse les effets structurels des politiques sociales et participe à la conception, à la validation et à la mise en oeuvre des méthodes d'évaluation. . INSTITUT NATIONAL DE LA STATISTIQUE ET DES ETUDES ECONOMIQUES (INSEE)
L'Institut national de la statistique et des études économiques (Insee) collecte, produit et diffuse des informations sur l'économie et la société française afin que tous les acteurs intéressés (administration, entreprises, chercheurs, médias, enseignants, particuliers) puissent les utiliser pour effectuer des études, faire des prévisions et prendre des décisions. Les articles de la revue "Economie et statistique" sont en ligne ainsi que la série "Insee première".

MISSION D’INFORMATION SUR LA PAUVRETÉ ET L’EXCLUSION SOCIALE (MIPES )
En 1997, un
rapport du CRIES préconisait la création d'une instance d'information,
d'observation et d'échanges sur la région Ile-de-France, analogue à ce
qu'est la MRIE sur Rhône-Alpes.
Face à la spécificité des phénomènes de
précarité et d'exclusion en Ile-de-France, l'État et la Région ont décidé la
mise en place d'une instance permanente afin d'optimiser la connaissance des
besoins sociaux.
Inscrite au contrat de plan 2000-2006, la mission d'information sur la
pauvreté et l'exclusion sociale a été créée le 21 février 2001 par une
convention commune Etat-Région, inscrivant des crédits au contrat de plan.
La Mipes édite un recueil annuel
statistique sur la pauvreté et la précarité en Ile-de-France. Pour
l'Assemblée plénière, elle produit un rapport annuel sur l'ensemble des
données disponibles. Elle impulse également des travaux spécifiques pour
mieux cerner les situations d'exclusion et publie une lettre "Regards
croisés".

OBSERVATOIRE NATIONAL DE LA PAUVRETÉ ET DE L’EXCLUSION SOCIALE
Créé par la loi relative à la lutte contre les exclusions du 29 juillet 1998, l’Observatoire national de la pauvreté et de l’exclusion sociale répond à une triple mission : collecter les informations relatives aux situations de pauvreté, précarité, exclusion ; développer la connaissance et les systèmes d’information ; faire réaliser des travaux d’études, de recherche, d’évaluation en lien étroit avec le Conseil national des politiques de lutte contre la pauvreté et l’exclusion sociale.

Groupe d’Economie du Développement
(GED)
Le Groupe d'économie du développement est un centre de recherche axé
principalement sur les économies du Tiers-Monde - l'Afrique, en particulier. Il
s'intéresse aux questions d'économie sociale - pauvreté, inégalité, marché du
travail et développement ; développement humain durable et intégration sociale -
aux aspects institutionnels du développement - systèmes productifs et
développement - et à la dimension macroéconomique de la transition - ajustement
structurel et développement ; transition économique et endettement - y compris
les pays de l'Est en transition
Le GED publie une série de publications : Documents de

. CENTRE DE RECHERCHE POUR L'ETUDE ET L'OBSERVATION DES CONDITIONS DE VIE (CREDOC)
Le CREDOC est un organisme d'études et de recherche au service des acteurs de la vie économique et sociale. Depuis sa création en 1953, le CREDOC analyse et anticipe le comportement des individus dans leurs multiples dimensions : consommateurs, agents de l'entreprise, acteurs de la vie sociale. Il a mis en place depuis 1978 un dispositif permanent d'enquêtes sur les modes de vie, opinions et aspirations des Français et s'est spécialisé dans la construction de systèmes d'information, les enquêtes quantitatives ad hoc, les enquêtes qualitatives par entretien et l'analyse lexicale.

Equipe
de Recherche sur les Inégalités Sociales (ERIS)
Nouveau pôle de
recherche sur les inégalités sociales, l’Equipe de Recherche sur les Inégalités
Sociales dirigée par Serge Paugam au sein du Centre Maurice Halbwachs travaille
en partenariat avec de nombreuses institutions tournées vers la recherche
(l’Inserm et l’Ined dans le cadre du programme SIRS) la valorisation et la
diffusion (l’Observatoire des Inégalités) et la formation initiale auprès
d’étudiants (dans le cadre du Master de sciences sociales l’EHESS). L’Equipe
prend part à la constitution d’un réseau d’excellence en rercherche sociologique
au niveau européen (ECSR).

OBSERVATOIRE DES INéGALITES
Organisme
indépendant d’information et d’analyse sur les inégalités, l’Observatoire des
inégalités cherche à établir un état des lieux des inégalités le plus complet
possible et à publier les analyses les plus pertinentes du phénomène. Outre
l’équipe permanente, il s’appuie sur un réseau de citoyens sensibilisés par la
question des inégalités et dispose par ailleurs d’un conseil scientifique
composé d’économistes, de philosophes, de sociologues et de juristes.
Indépendant de tout parti politique, syndicat ou entreprise, l’Observatoire
cherche à engager le débat le plus ouvert possible entre différentes
sensibilités. Il a aussi vocation à réunir des approches scientifiques de
disciplines distinctes. L’Observatoire des inégalités publie “Inégalités :
l’essentiel” et une lettre L'Observateur des
inégalités largement diffusée par internet.
. OBSERVATOIRE NATIONAL DE L'ACTION DECENTRALISEE (ODAS)
L'Odas a été créé le 14 juin 1990 sous forme associative afin de permettre le développement dans un lieu neutre d'une réflexion partagée des principaux décideurs et acteurs de l'action sociale, en vue de contribuer à l'optimisation des réponses, des organisations et des pratiques dans ce domaine. À cette fin son objet porte notamment sur le recensement et la production annuelle de données et l'analyse des actions d'adaptation et de modernisation des politiques sociales. L'Observatoire diffuse les résultats de ses travaux par la publication d'ouvrages et de rapports, des relations suivies avec la presse, et l'organisation de rencontres nationales et locales.

. ATD QUART MONDE
ATD Quart Monde est une organisation internationale non-gouvernementale de lutte contre la grande pauvreté et l'exclusion sociale. Les références des rapports, documents de travail et ouvrages se trouvent sur le site ainsi que les sommaires de la revue Quart Monde.
. EMMAUS France
Mouvement solidaire et laïc, Emmaüs, avec 446 groupes, est aujourd'hui présent dans 37 pays et 4 continents, quels que soient le système politique, les traditions culturelles ou spirituelles ou le niveau de protection sociale en place. Emmaüs s'est investi dans le domaine du logement, de l'action sociale, et de la réinsertion. Très impliqué dans des actions de terrain, Emmaüs se sent également concerné par la vie publique. Le Mouvement a notamment émis 13 propositions au moment de l'élaboration de la loi contre les exclusions.
Emmaüs mobilise aujourd'hui près de 10 000 personnes en France, Compagnons et bénévoles, auquels s'ajoutent les permanents et les salariés des activités d'insertion.
. FEDERATION NATIONALE DES ASSOCIATIONS D'ACCUEIL ET DE REINSERTION SOCIALE (FNARS)
La FNARS est un réseau national au service des plus démunis. Elle fédère au niveau national 650 associations et organismes qui ensemble, gèrent près de 1500 établissements et services. Ceux ci interviennent dans des secteurs aussi divers que : L'accueil, l'orientation, l'hébergement ; le logement ; l'emploi et l’activité économique ; la formation des travailleurs sociaux. ; la santé.
. FONDATION ABBE PIERRE POUR LE LOGEMENT DES DEFAVORISES
Pour mieux connaître l’exclusion du logement et ainsi mieux la combattre, la Fondation initie ou participe à des études sur les mécanismes entraînant l’exclusion du logement, des enquêtes auprès des personnes qui la subissent, des évaluations sur les actions mises en œuvre. Ces éléments alimentent les publications de la Fondation, les "Dossiers de la Fondation", les "Cahiers du mal-logement" et en particulier les "Rapports sur le mal logement".
. MEDECINS DU MONDE
Médecins du Monde est une association de solidarité internationale qui a pour vocation de soigner les populations les plus vulnérables dans des situations de crises et d'exclusion partout dans le monde et en France, en suscitant l'engagement volontaire et bénévole de médecins, d'autres professionnels de la santé, ainsi que des professionnels d'autres disciplines nécessaires à ses actions, en s'assurant l'appui de toutes les compétences indispensables à l'accomplissement de sa mission, en privilégiant en toutes occasions des relations de proximité avec les populations soignées.

Mission Régionale d’Information sur l’Exclusion
(MRIE)
Association (loi 1901) depuis 1992, la Mission Régionale d’Information
sur l’Exclusion soutient la lutte contre la pauvreté et l’exclusion en
Rhône-Alpes en assumant quatre fonctions :
- une fonction d’observation et de veille, de
développement de la connaissance, à travers notamment un dossier annuel qui
regroupe des contributions diverses émanant d’administrations, de statisticiens,
d’acteurs de terrain, de chercheurs, ainsi que des personnes concernées ;
- une fonction d’étude et d’animation de la réflexion, à partir de rapports
issus de groupes de travail (derniers thèmes abordés : agir avec les plus
défavorisés, activités d’utilité sociale, accès aux droits et vie quotidienne,
enfance et prévention de l’exclusion) ;
- une fonction de sensibilisation des décideurs
et des acteurs aux enjeux de la lutte contre l’exclusion et à leur déclinaison
opérationnelle ;
- une fonction de communication à travers
différents outils de diffusion et d’animation et des rencontres locales.
. OBSERVATOIRE DU SAMU SOCIAL
L'Observatoire a pour objectif d'identifier et d'analyser les problématiques des populations rencontrées au cours des missions du Samu Social de Paris et ce de la Grande Précarité à la Grande Exclusion. A travers les missions qui lui sont confiées, il a pour vocation d'observer les phénomènes d'errance, d'établir une typologie des publics, de repérer leur trajectoire, et d'analyser les besoins et les indicateurs sociaux en vue de faire des propositions aux pouvoirs publics.
. SECOURS CATHOLIQUE
Association loi 1901, à but non lucratif, reconnue d'utilité publique en 1962, le Secours catholique lutte contre toutes les formes de pauvreté et d'exclusion. Un de ses objectifs est d’agir pour la transformation sociale et la justice à partir de l’échange avec les pauvres, par la réalisation de projets et l’action institutionnelle, au plan local, national, et, au sein du réseau Caritas au plan international.
. SECOURS POPULAIRE
Né en 1945, le Secours populaire français est une association à but non lucratif, qui a été déclarée Grande cause nationale ; il est plus particulièrement attentif aux problèmes d'exclusion de l'enfance et des familles défavorisées. Sur le court terme, par une solidarité d'urgence basée sur l'alimentaire, le vestimentaire; sur le long terme, par l'insertion professionnelle, l'accès à la culture, le sport, les loisirs, la santé, les vacances, les droits, et en préservant la dignité de chacun par une collaboration réciproque. Le SPF travaille avec des partenaires locaux sur des projets de développement et de formation.

Service de lutte
contre la pauvreté, la précarité et l'exclusion sociale
En 1992, le Gouvernement fédéral décide de consulter les personnes qui vivent
dans la pauvreté dans le but de lutter plus efficacement contre celle-ci : il
confie à des associations dans lesquelles ces personnes se reconnaissent ainsi
qu'aux CPAS la rédaction d'un
Rapport Général sur la Pauvreté qui sera publié en 1994. La Fondation Roi Baudouin est
chargée de coordonner la démarche. En 1995, année de changement de législature,
le Gouvernement fédéral déclare que la concrétisation des recommandations du
Rapport Général sur la Pauvreté fera l'objet de travaux intensifs au sein de
la Conférence
interministérielle de l'intégration sociale créée
à la demande des auteurs du Rapport. Celle-ci nouera un dialogue avec les
organisations défendant les intérêts des plus démunis et avec le Centre pour l'égalité des
chances et la lutte contre le racisme, un service
public autonome.
En 1999,
l'accord de
coopération relatif à la continuité de la politique en matière de pauvreté
consolide cette démarche de partenariat en lui donnant une base légale émanant
de l'Etat fédéral, des Communautés et des Régions et en la dotant d'un outil
permanent : le Service de lutte contre la pauvreté, la précarité et l'exclusion
sociale. Missions du service :
* répertorier et analyser les informations en matière de pauvreté, précarité,
exclusion sociale et accès aux droits sur la base d'indicateurs
* organiser une concertation structurelle avec les associations au sein
desquelles les personnes pauvres s'expriment et d'autres acteurs privés ou
publics ayant une expertise en la matière (à ce sujet, voir :

The General Report on Poverty, which was commissioned by the government at
the time, was published in 1994. This report was the result of two years of
work and brought together organizations in which the poorest had their say
along with local public welfare agencies, social workers from the social
assistance and special juvenile assistance sectors, teachers, doctors,
employers and labor unions, and so on.
In the General Report on Poverty, it was asked that a structural tool be
developed for fighting poverty. In 1998, a "Partnership Agreement between
the Federal State, the Communities, and the Regions on the Continuation of
the Policy on Poverty" was signed. This agreement provided for, among other
things, the formation of the Service for the Fight against Poverty,
Insecurity, and Social Exclusion. This Service was established in July 1999.
The Partnership Agreement concerning the
continuation of the policy on poverty in Belgium determines the tasks of the
Service for the Fight against Poverty, Insecurity, and Social Exclusion
* to inventory, systematize,
and analyze information about insecurity, poverty, social exclusion, and access
to rights on the basis of established indicators
* to make concrete recommendations and proposals in order to improve policy and
schemes for the prevention of insecurity, for the fight against poverty, and for
the integration of people into the society
* to prepare a report at least every two years
* to issue, at the request of one of the signatory parties, the Interministerial
Social Integration Conference, or on its own initiative, recommendations or to
prepare interim reports on any issue that is related to an area that belongs to
its tasks
* to organize structural consultation with the poorest people.

Fédéral Sécurité Sociale
Le Service Public Fédéral Sécurité sociale publie "La
revue belge de securité sociale" qui traite dans ses articles, entre
autres thèmes, de la pauvreté aussi bien au plan national qu'au plan européen.

SPP Integration
sociale
Ce service public assure l'exécution, l'évaluation et le suivi de la politique
d'intégration sociale. Son objectif principal est de garantir à chacun les
droits sociaux fondamentaux et ce, de manière durable, notamment par :

Centre for Social Policy Herman Deleeck
(CSB)
The
Centre for Social Policy Herman Deleeck (CSB) has been studying social
inequality and wealth distribution in the welfare state for over 20 years. The
research is empirical and multidisciplinary in nature, and is based largely on
survey data.
In the mid-1980s, the Centre conducted the first comparative empirical research
into financial poverty, material deprivation and the redistributive function of
social security within the then European Community. In that same period,
attention was also devoted to the functioning of policies in the fields of
education, healthcare, housing and culture.
Since then, the research focus has broadened. Social security remains the main
point of interest, but the Centre now also studies such subdomains as taxation,
education, the family, labour, health, migration and, more recently, mobility.
Poverty and income distribution
: The issues of poverty and income
inequality have always belonged to the core area of research of CSB. On the
basis of large-scale surveys of households, CSB makes estimates of the scope of
poverty and the degree of income inequality and identifies groups at risk of
poverty. The centre also studies the extent to which social security prevents or
resolves poverty and reduces income inequality, and for which groups of people.
Thanks to a sustained research effort since 1976, CSB is able to analyse and
interpret long-term trends.
Moreover, since 1985, this research has been
internationalised. CSB has also contributed to the development of a research
methodology in this field, specifically in relation to subjective poverty
measurement. Besides broad-based research, CSB also conducts in-depth research
into the circumstances and problems of the least well-off.

OASeS
Research
group on Poverty, Social Exclusion and the City
The research group on
Poverty, Social Exclusion and the City is part of the Faculty of Political and
Social Sciences of the University of Antwerp (Universiteit Antwerpen).
The more prominent research topics of the centre include: poverty and other
forms of social exclusion (poverty indicators, the daily life of the poor, life
events and social mobility), migrations and ethnic minorities, urban policy,
social housing, social economics and supported employment, social networks. This
research has resulted in acclaimed publications such as the municipal housing
dossier and the yearbook on 'Poverty and Social Exclusion'.
Research by OASeS is both fundamental and applied, qualitative and quantitative,
and policy- and action-oriented. Although the emphasis is very much on
sociological analysis, other disciplines also come into play (anthropology,
social geography, criminology, psychology).
The research is carried out from two perspectives: it studies the mechanisms of
social exclusion and it focuses on the relationships between the social and the
spatial dimensions of society. OASeS operates quite deliberately in the space
between the local and the general, so that it cooperates with grassroots
organisations and local authorities as well as with European bodies (e.g. in the
Fifth Framework Programme), and indeed with the entire range of intermediate
levels.

Office
for Social Inclusion
OSI is the Government office, located in the
Department of Social and Family Affairs, with overall responsibility
for developing, co-ordinating and driving the National Action Plan
Against Poverty and Social Exclusion (NAP/inclusion). This plan
incorporates the National Anti-Poverty Strategy and the social inclusion
commitments contained in Sustaining Progress.
The office co-ordinates the process across Departments,
Agencies, Regional and Local Government, and implements key support functions.
The key challenge for the Office is to ensure that the social inclusion agenda
is being implemented and further developed at national, regional and local
levels of government in consultation with the relevant stakeholders.

The Centre for Research in Social Policy (CRSP), established in 1983, is an autonomous research centre based in the Department of Social Sciences at Loughborough University. EUROMOD is a 15-country Europe-wide benefit-tax model. It involves a team of researchers from all 15 member states of the European Union. EUROMOD provides estimates of the distributional impact of changes to personal tax and transfer policy, with (a) the specification of policy changes, (b) the application of revenue constraints and (c) the evaluation of results each taking place at either the national or the European Level. Thus EUROMOD is of value both in assessing the consequences of consolidated social policies and in understanding how different policies in different countries may contribute to common objectives. It is of as much significance in evaluating national policies within a European perspective, as in evaluating policies at the level of the European Union. The New Policy Institute is a progressive think tank,
founded in 1996. Wholly independent, it has neither financial backers nor
political patrons. Almost all its funding is project-based and comes principally
from charitable foundations, trade unions, voluntary sector organisations and
public sector bodies. Most projects lead directly to public-domain reports, of
which there are now over 100. The exceptions to this are those projects carried
out on a consultancy basis. Some reports - and most submissions to inquiries -

The IRP is a national, university-based center for research into the causes and consequences of poverty and social inequality in the United States. It is nonprofit and nonpartisan. The Social Policy Research Centre is a research centre of
the Faculty of Arts and Social Sciences at the University of New South Wales.
The SPRC conducts research and fosters discussion on all aspects of social

Expert group on
poverty statistics
The United Nations
Statistical Commission, in its 28th Session of 1995, created a Group of Experts
to study the statistical consequences of the World Summits of the United Nations
on Population and Development (Cairo, 1994), on Social Development (Copenhagen,
1995) and the conditions of Women (Beijing, 1995) and to make proposals on the
use of statistical information to follow up and monitor the objectives and goals
approved in those summits.
One outcome of this work was the recommendation,
approved in the session of 1997, of a "Minimum National Social Data Set" of
indicators to be adopted by countries. In its session of 1996, and following
another recommendation of the Group of Expert, the Working Group of the
Statistical Commission decided to hold a Seminar on Poverty Statistics in
Santiago, Chile, in May 1997, and to create an Expert Group on Poverty
Statistics (Rio Group), chaired by the Brazilian Institute for Geography and
Statistics (IBGE) with the UN Economic Commission for Latin America, ECLAC,
acting as Secretary.
The meetings were an opportunity for many countries to present and compare
their experiences and methodologies in measuring and analyzing the situation of
poverty in their different aspects. The group
prepared a Compendium of best practices on Poverty Measurement. The Compendium
covers seven approaches based on collected experiences: absolute poverty line,
access to basic services and basic capital possession, relative poverty,
subjective poverty, and social exclusion, social deprivation, empowerment, and
other social and political dimensions associated to poverty.
. INTERNATIONAL MONETARY FUND (IMF)
Poverty Reduction Strategy Papers (PRSP) are prepared by the member countries through a participatory process involving domestic stakeholders as well as external development partners, including the World Bank and international Monetary Fund. Updated every three years with annual progress reports, PRSPs describe the country's macroeconomic, structural and social policies and programs over a three year or longer horizon to promote broad-based growth and reduce poverty, as well as associated external financing needs and major sources of financing. Interim PRSPs (I-PRSPs) summarize the current knowledge and analysis of a country's poverty situation, describe the existing poverty reduction strategy, and lay out the process for producing a fully developed PRSP in a participatory fashion. The "country documents" are being made available on the World Bank and IMF websites.

International Poverty Centre (IPC)
The International Poverty Centre (IPC) is
a joint project between the United
Nations Development Programme and the Brazilian Government to promote
South-South Cooperation on applied poverty research. It specializes in analyzing
poverty and inequality and offering research-based policy recommendations on how
to reduce them. IPC is directly linked to the Poverty Group of the Bureau for
Development Policy, UNDP and the Institute for Applied Economic Research (Ipea),
which does research for the Brazilian Government. IPC publications include

. ORGANISATION DE COOPERATION ET DE DEVELOPPEMENT ECONOMIQUES (OCDE)
La lutte contre la Pauvreté et l'exclusion sociale demeure en bonne place dans le programme des décideurs publics aussi bien dans les pays en développement que dans les pays de l'OCDE. Les principales activités de l'OCDE, en ce domaine, sont : " Pauvreté et répartition du revenu " et " pauvreté, inégalités et développement ". Afin d'aider à informer le débat, le Département des affaires économiques a examiné les
questions sociales ayant trait aux tendances de la répartition du revenu et de la pauvreté ainsi que leurs déterminants.
Combating
poverty and social exclusion remain high on the policy agenda in developing
countries and within OECD countries. Providing debt-relief or benefits to people
in need can help alleviate the worst social and economic hardship, but such
policies cannot replace a comprehensive strategy of social development.
To
effectively enhance individual and social development policies need to address a
wide range of employment, trade and labour standards, health, family,
gender-equity, child development and education related issues. Promoting
individual development and household autonomy requires incentives to work, a
good skill base, and access to affordable good quality health and family

STEP
(OIT/ILO)
STEP est un
programme mondial de lutte contre l'exclusion sociale et la pauvreté qui
s'inscrit dans le cadre du suivi des grands sommets mondiaux sur le
développement social tenus à Copenhague et Genève. Par sa contribution dans le
domaine de la protection sociale et la lutte contre l'exclusion sociale, STEP
est au coeur du mandat et des efforts de l'Organisation internationale du
Travail (OIT) pour que chaque femme et chaque homme puissent obtenir un
travail décent
et productif dans des conditions de liberté, d'équité, de sécurité et de dignité
humaine.
Lors de la Conférence internationale du Travail de juin 2001, les gouvernements,
les organisations d'employeurs et les organisations de travailleurs sont arrivés
à un consensus sur la nécessité d'améliorer et d'étendre la couverture de la
sécurité sociale à tous ceux qui ont besoin de cette protection. Dans ce cadre,
le Bureau international du Travail (BIT) a lancé en juin 2003 la
Campagne
mondiale sur la sécurité sociale et la couverture pour tous.
Le programme STEP, du Service Politiques et Développement de la Sécurité Sociale
(SOC/POL),
est l'instrument opérationnel clé de la Campagne. STEP vise à étendre la
protection sociale et à lutter contre l'exclusion sociale. Le programme conduit
des actions sur le terrain, des activités de recherche, de formation et de
diffusion des connaissances en réponse à l'objectif stratégique d'accroître
l'étendue et l'efficacité de la protection sociale pour tous. Les
publications
sont disponibles en plusieurs langues ; la plupart d’entre elles sont
gratuites et peuvent toutes être téléchargées en format pdf. STEP a aussi créé
une plateforme de ressources sur la lutte contre l'exclusion sociale
CIARIS.
STEP (Strategies and Tools against social Exclusion and Poverty) is a global
programme of the Social Security Department focusing on the poor and excluded
populations in the informal economy and the rural sector. STEP works in two
inter-connected fields: the extension of social security in health, and
integrated approaches to fight against social exclusion at the local level.
Among STEP's pioneering approaches, its work on the development of community
based social protection schemes (such as micro insurance, mutual health
organizations, etc.) has been hailed as a promising perspective for poor
populations excluded from formal systems in particular in the least developed
countries. STEP has also created an innovative electronic platform (CIARIS),
connecting people, experts and resources to better combat social exclusion and
poverty.
The ILO/STEP programme's website includes a large number of publications downloadable free of charge, a description of its field activities, a unique set of tools relating to the establishment and operation of micro-insurance schemes and a direct access to the Learning and Resources Centre on Social Inclusion (CIARIS).

UNESCO MOST CLEARING HOUSE

MOST is a UNESCO programme that promotes international, comparative and policy-relevant research on contemporary social transformations and issues of global importance. Created in 1994, it aims to: further understanding of social transformations; establish sustainable links between social science researchers and decision-makers; strengthen scientific, professional and institutional capacities, particularly in developing countries; encourage the design of research-anchored policy.
MOST produces and exchanges knowledge on major contemporary social transformations, via international research networks, expert groups, meetings, conferences, workshops, publications, discussion forums and the MOST Clearing House (Internet).
. UNICEF INNOCENTI RESEARCH CENTRE
The Unicef Innocenti Research Centre is the main research arm of Unicef, helping to shape the organization's human rights agenda for children. The center has developped a solid data on the changing needs of children in both industrialized and developing countries. Its strong focus on children's rights has helped Unicef and its partners promote a new global ethic for children based on their fundamental human rights.The "Innocenti working papers" are accessible through the website.

UNDP helps developing countries plan and implement nationally-owned strategies and solutions for reducing poverty. The goal is to address the multi-dimensional roots of poverty, including through the creation of economic opportunity; the empowerment of women and the protection of human rights; participatory approaches to government budgeting; and the better delivery of social services. UNDP also helps monitor progress toward the 2015 Millennium Summit goals.

(IARIW)
The International Association for Research in Income and Wealth has as its major objectives: the furthering of research on national and economic and social accounting, including the development of concepts and definitions for the measurement and analysis of income and wealth; the development and further integration of systems of economic and social statistics; and related problems of statistical methodology. In particular, the Association is concerned with the international aspects of these questions, such as: international comparisons of income and wealth; the use of economic and social accounting for budgeting and policy analysis in different countries; and the experiences of different countries in the development of economic and social accounting systems.

. LUXEMBOURG INCOME STUDY (LIS)
The LIS is a non-for-profit cooperative research project with a membership that includes 25 countries on four continents: Europe, America, Asia and Oceania. The LIS project began in 1983 under the joint sponsorship of the government of the Grand Duchy of Luxembourg and the Centre for Population, Poverty and Policy Studies (CEPS). The LIS database is a collection of household income surveys. These surveys provide demographic, income and expenditure information on three different levels: household, person and child. WIDER is the first research and training
centre established in 1984 in Helsinki by the
United Nations University
(UNU).
UNU is an international academic organization which promotes the UN's aims of
peace and progress by providing a framework for bringing together leading
scholars from around the world to tackle pressing global problems. Activities
are carried out by the UNU Headquarters and its network of research and training
centres and collaborating institutions world-wide.
Research is conducted by a Helsinki-based resident research staff of about 15 senior researchers and visiting fellows, some four Ph.D. interns, and a support staff of 14 members.
An external network including 6-8 external project directors, each located at their university or institute, and over 300 network members around the world, who contribute to the ongoing projects. This group includes research staff from the UNU, UN and Bretton Woods institutions including FAO, ILO, IMF, UNCTAD, UNDP, UNICEF and World Bank. The prototype of the International
Fourth World Movement was founded in 1957, in a camp for homeless families
outside Paris, by the late Father Joseph Wresinski, a Catholic priest, who
himself grew up in poverty. " Aide à Toute Détresse"-Help for All Distress- was
the first name of the association. The name Fourth World came later and was
coined by the founder after the Fourth Estate of the French Revolution, which
comprised the very poorest people struggling to be represented in the political
changes of the time. Today ATD Fourth World operates in eight Europeans
countries, Northern and Central America, and several countries in Africa and
Asia.
The International Movement ATD Fourth World is committed
to representing people living in extreme poverty at an international level. It
has general consultative status with the United Nations Economic and Social
Council (ECOSOC), UNICEF, UNESCO, ILO and the Council of Europe and has a
permanent delegation at the European Union Commission and the European
Parliament. It aims to unite the experience and knowledge gained from people
living in extreme poverty through it’s numerous grass-roots projects with the
academic-based knowledge of the various international institutions.

de 2 900 personnes venues de 137 pays se sont réunies à Washington, DC lors du
Sommet du Microcrédit, du 2 au 4 février 1997. L'objectif du Sommet du
microcrédit a été de lancer une campagne globale pour atteindre 100 millions des
familles les plus pauvres de la terre, notamment les femmes de ces familles, en
leur accordant des crédits qui leur permettront d'exercer une activité
indépendante et en leur offrant d'autres services financiers et commerciaux
d'ici l'an 2005. La Campagne du Sommet du Microcrédit fait se rencontrer des
praticiens du microcrédit, des partisans et promoteurs, des établissements
d'enseignement, des organismes donateurs, des institutions financières
internationales, des organisations non gouvernementales et autres, promouvoir
les pratiques optimales dans les champs, apprendre de l'un l'autre, et

The
Microcredit Summit was held February 2-4, 1997. At the Summit more than 2,900
people from 137 countries gathered in Washington, DC. They launched a nine-year
campaign to reach 100 million of the world’s poorest families, especially the
women of those families, with credit for self-employment and other financial and
business services by the year 2005. The Microcredit Summit Campaign brings
together microcredit practitioners, advocates, educational institutions, donor
agencies, international financial institutions, non-governmental organizations
and others involved with microcredit to promote best practices in the field, to

international levels, and then take action locally, regionally and globally.

COMPARATIVE RESEARCH PROGRAMME ON POVERTY (CROP)
CROP - the Comparative Research Programme on Poverty - is an international NGO initiated by the International Social Science Council (ISSC). CROP is organised around an extensive international and multi-disciplinary research network, which is open to all poverty researchers and others interested in a scientific approach to poverty. Main objectives for CROP are: -consider how the social sciences can better contribute to the understanding of poverty in a global context; -compare the different theoretical approaches so as to understand better their links and relationships; -consider how scholars working within different paradigms can develop a joint arena for multi-paradigmatic poverty research. -establish an international scientific network which will give impetus to a long-term research program; -generate and secure high quality data of importance for different social science approaches to the comparative study of poverty; -create a body of scientific knowledge which can be used for poverty reduction.

Cuhp : researching homelessness
and homeless populations
CUHP (Constructing Understanding of the Homeless
Population), is a research network funded by the European Commission. It brings
together research teams from seven European countries to discuss various aspects
of researching homelessness.
The work of these meetings includes:
* Describing competing definitions of homelessness, comparing them and seeking
an agreed set of definitions.
* Describing the use of different methodologies and determining their specific
use.
* Describing national legislation and policy in the field of homelessness.
* Investigating the research agenda of Non-Government Organisations in each
country
* Discussing the ethical issues inolved in homeless research
* Describing the theorieties underlying our researches
This network is also creating a
European wide
bibliography of research in the field of homelessness including
references to major studies outside of Europe.

EUROPEAN ANTI-POVERTY NETWORK (EAPN)
EAPN est une coalition indépendante d'associations et de groupes engagés dans la lutte contre la pauvreté et l'exclusion sociale dans les Etats membres de l'Union européenne. EAPN est ouvert à toute association ou groupe dont le but principal et explicite est de permettre aux personnes et groupes en situation de pauvreté et d'exclusion sociale d'exercer leurs responsabilités et de jouir de leurs droits, de rompre leur isolement et de conjurer leur exclusion sociale. Les

Since
1990, EAPN has been an independent network of non-governmental organisations (NGOs)
and groups involved in the fight against poverty and social exclusion in the
Member States of the European Union.
The web site is the reference portal on poverty and social exclusion in
Europe. A newsletter “Network News” and a bimonthly news sheet “EAPN Flash” provide information on EAPN and EU policy/events, and on Community programmes
and initiatives of interest to EAPN members. EAPN also produces a range of materials on poverty, social inclusion,
employment, social protection, the Structural Funds, the future of Europe.

Peer Review and Assessment in Social Inclusion
Pour soutenir et faire progresser la mise en œuvre de la MOC
appliquée à l'inclusion sociale, le Parlement européen et le Conseil ont convenu
d'un
Programme d'action communautaire
(2002-2006). La Commission
européenne a associé la gestion du réseau et l'évaluation par les pairs dans un
nouveau sous-programme intitulé "Évaluation, dont l'évaluation par les
pairs dans le domaine de l'inclusion sociale".
Le
Réseau des experts non-gouvernementaux en inclusion sociale
évalue les politiques des États membres en récoltant régulièrement une quantité
considérable d'informations sur les changements apportés aux contenus des
politiques nationales et sur les pratiques innovantes. Il fournit à la DG
Emploi, affaires sociales et égalité des chances (DG EMPL) des analyses
indépendantes et des informations actualisées.
Les évaluations par les pairs sont programmées régulièrement pendant l'année et
sont organisées dans un État membre. Après chaque évaluation, un résumé, un
procès-verbal et un rapport synthétique sont produits et publiés sur le site Web
To support and advance the implementation of the OMC on social
inclusion, a
Community Action Programme
(2002-2006) has been agreed upon by the
European Parliament and the Council. The European Commission has brought the
Network management and the Peer Reviews together in a new Sub-Programme labelled
Peer Review and Assessment in Social Inclusion.
The
Network of non-governmental social inclusion experts
assesses the national policies collecting regularly a considerable quantity of
information on the changes made to the contents of the national policies and on
the innovative practices. It provides DG Employment, Social Affairs and Equal
Opportunities (DG EMPL) independent analyses and up-to-date information.
The Peer Reviews are programmed regularly over the year and are hosted by a
Member State. After each Review a summary, minutes and a synthesis report are produced and published on the website.

Feantsa :
Fédération européenne des associations nationales travaillant avec les sans-abri
La FEANTSA, la Fédération
européenne des Associations Travaillant avec les Sans-Abri, est une organisation
non-gouvernementale fondée en 1989.
La Feantsa est composée d'une centaine
d'organisations basées dans 30 pays européens, y compris les 25 États Membres de
l'Union européenne. Les membres sont des organisations non-gouvernementales et
elles fournissent un large éventail de services aux sans-abri y compris en
matière de logement et d'aide sociale. Elles

non-governmental organisations that provide a wide range of services to homeless
people including accommodation and social support. Most of the members of
FEANTSA are national or regional umbrella organisations of service providers.
They often work in close co-operation with public authorities, social housing
providers and other relevant actors.
FEANTSA is the only major European network that focuses exclusively on
homelessness at European level. FEANTSA receives financial support from the
European Commission for the implementation of its activities. FEANTSA works
closely with the EU institutions, and has consultative status at the Council of

Society for the Study of
Economic Inequality (ECINEQ)
The Society for
the Study of Economic Inequality (ECINEQ) has been founded in Palma de Mallorca
in July 2005 as a not-for-profit association supporting the study of economic
inequality and related fields. The aims of the Society are:
* To provide an international forum for all researchers interested in the study of
economic inequality and related fields, bringing together the diversity of
perspectives (theoretical and empirical, micro and macro, and so on);

To improve the interaction between researchers, policy makers and all the actors
interested in understanding the determinants as well as the implications of
economic inequality and poverty..
* The Society will hold a conference each two years
in which ECINEQ promotes academic debates and exchanges of opinions on
inequality, poverty and other topics of common interest and through which it
contributes to the worldwide dissemination of the results of scholarly work and
practical experiences in this field.
