. CONSEIL D'ANALYSE ECONOMIQUE (CAE)

Le Conseil d'analyse économique, créé auprès du Premier ministre par le décret n°97-766 du 22 juillet 1997, a pour missions d'éclairer, par la confrontation des points de vue et des analyses, les choix du Gouvernement en matière économique et d'examiner les questions qui lui sont soumises par le Premier ministre. La lettre, les  Documents de travail et les Rapports du Conseil d'analyse économique peuvent être consultés en format pdf.
 

. DIRECTION DE L’ANIMATION DE LA RECHERCHE, DES ETUDES ET DES STATISTIQUES (DARES)

La direction de l'animation de la recherche, des études et des statistiques est chargée d'assurer, en liaison avec l'INSEE, la production régulière et fiable des statistiques utiles au ministère et aux acteurs sociaux (partenaires sociaux, conseils régionaux, acteurs du secteur public de l'emploi, presse économique et sociale). Elle est chargée plus généralement de mettre à la disposition de ces derniers, au travers de ses publications, les éléments de statistique, d'étude, d'évaluation et de recherche qui leur sont nécessaires. Elle a vocation à constituer un pôle d'expression et de référence dans le débat social sur les questions de travail, d'emploi et de formation professionnelle, en promouvant les données statistiques et résultats d'études dont elle est à l'origine. En liaison avec les autres directions, elle promeut aussi et coordonne la politique d'évaluation menée au sein du ministère, coordonne les programmes d'études réalisés sous son égide, et anime les travaux de recherche dans les domaines qui intéressent le ministère. Elle exerce également un rôle d'alerte, d'initiative et de proposition au sein du ministère en fonction des évolutions constatées au travers des statistiques, études et recherches. Le CREST est un centre de recherche dépendant du GENES : Groupe des Ecoles Nationales d'Economie et Statistique de l'INSEE (Institut National de la Statistique et des Etudes Economiques). Ce groupe comprend également l'ENSAE (Ecole Nationale de la Statistique et de l'Administration Economique), l'ENSAI (Ecole Nationale de la Statistique et de l'Analyse de l'Information) et un centre de formation permanente, le CEPE (Centre d'Etudes des Programmes Economiques). L'objectif général du CREST est de participer activement au développement de la recherche dans deux grands domaines :  la modélisation des phénomènes économiques et sociaux ; la conception et la mise en oeuvre des méthodes statistiques.

EUREQua, unité mixte de recherche du CNRS et de l'Université Paris-I Panthéon-Sorbonne, est née en 1998 et est située dans les locaux de la Maison des Sciences Economiques gérée par l'Université Paris-I. EUREQua est une équipe de recherche en économie, fondée sur le recours à la formalisation mathématique et à l'emploi des méthodes statistiques.

Le Groupement de Recherche en Économie Quantitative d'Aix-Marseille constitué en Janvier 1994, a pour mission, en matière de recherche et d'enseignement doctoral, la progression de la théorie économique et la résolution de questions économiques et économétriques. Le groupement, composé d'économistes, d'économètres, de mathématiciens et de statisticiens, accorde une place importante aux travaux de modélisation tout en s'ouvrant, pour l'exploration de questions en dehors du champ des théories formalisées, à des méthodes plus proches des descriptions ou de l'analyse des données.

IZA is a private, independent research institute, which conducts nationally and internationally oriented labor market research. IZA sees itself as an international research institute and a place for communication between academic science, politics, and economic practice. A number of renowned economists involved in specific research projects cooperate with IZA, either internally or on a "virtual" basis. IZA also takes an active part in international research networks.
The Institute for the Study of Labor (IZA) analyzes the problems associated with the organization of labor in a rapidly developing globalized economic environment. Within a framework of six research areas, IZA focuses on original and internationally competitive research activities in all fields of labor economics. In addition IZA provides policy consultancy concerning crucial topics of labor market policy. Discussion papers are on line.

Créé par la loi du 29 mai 1952, le Conseil est un organe de composition exclusivement paritaire où siègent en nombre égal les organisations interprofessionnelles de travailleurs et les organisations interprofessionnelles d'employeurs. Sa mission est consultative : elle consiste à adresser au Gouvernement et au Parlement soit de sa propre initiative, soit à la demande de ces autorités, des avis sur les problèmes généraux d'ordre social intéressant les employeurs et les travailleurs. Depuis 1968, le Conseil peut aussi conclure des conventions collectives de travail à portée interprofessionnelle. Ces conventions sont généralement rendues obligatoires par arrêté royal.

The new Department leads work to create the conditions for business success through competitive and flexible markets that create value for businesses, consumers and employees. It drives regulatory reform, and works across Government and with the regions to raise levels of UK productivity. It will provide support for the new Business Council for Britain. The Department will promote productivity and enterprise across Government and within the EU. A key priority will be its cross-Government role in promoting better regulation across the business, public and voluntary sectors. The Better Regulation Executive has moved from the Cabinet Office to the new Department to lead that work. In addition, the Department has assumed from the Department of Trade and Industry policy responsibility for productivity, business relations, energy, competition and consumer policy, corporate law, employment regulation, and, working closely with the Department for Communities and Local Government making sustainable improvements in the economic performance of all English regions. The Department will have joint responsibility with the Department for International Development on trade policy, and with the Foreign and Commonwealth Office on trade promotion and inward investment (through UK Trade & Investment).

The Employment Policies Institute is a non-profit research organization dedicated to studying public policy issues surrounding employment growth. In particular, EPI focuses on issues that affect entry-level employment. Among other issues, EPI research has quantified the impact of new labor costs on job creation, explored the connection between entry-level employment and welfare reform, and analyzed the demographic distribution of mandated benefits. The Section was established in 1922 through the suggestion of Clarence J. Hicks, with financial support by John D. Rockefeller, Jr. A primary objective of the Section was to develop a library specializing in labor subjects designed for the use of students, faculty, practitioners, and researchers in this country and abroad. Initially, the Section's program of research and publications was influenced by developments in the field of industrial relations.
Current Section research interests include aspects of unemployment and racial discrimination, the economics of labor supply and retirement, education and school quality, the effects on minimum wages, and labor turnover and job duration.

The Levy Economics Institute of Bard College, founded in 1986 through the generous support of Bard College trustee Leon Levy, is a nonprofit, nonpartisan, public policy research organization. Labor market policies include topics encompassing the effects of technology on earnings, trends in productivity, policies to promote full employment, and the effects of an increase in the minimum wage on hiring practices and earnings.

The Public Policy Institute of California (PPIC) is a private, nonprofit organization dedicated to improving public policy in California through independent, objective, nonpartisan research. The institute was established in 1994 with an endowment from William R. Hewlett.  Research focuses on three program areas : population, economy and governance and public finance. Studies within these programs are  examining the underlying forces shaping California's future, cutting across a wide range of public policy concerns: the California economy, education, employment and income, immigration, infrastructure and urban growth, poverty and welfare, state and local finance, and the well-being of children and families.
PPIC's research looks at employment opportunities, income levels, and distribution, throwing light on such questions as the changing distribution of income and wages, the role of policies such as the minimum wage, living wage ordinances, and access to employment for minority youth.

The Australian Fair Pay Commission (Commission) is an independent, statutory body responsible for setting and adjusting Federal Minimum Wages to promote the economic prosperity of the people of Australia. The Commission was established under the Workplace Relations Amendment (WorkChoices) Act 2005, on 14 December, 2005. The Commission replaces the wage-setting and adjusting functions of the Australian Industrial Relations Commission, which retains its role as a national tribunal dealing with employment disputes. The Commission uses a combination of commissioned research, meetings with stakeholders, public consultations and written submissions to inform its wage-setting decisions.

The European Industrial Relations Observatory (EIRO) is a monitoring instrument offering news and analysis on European industrial relations. A project of the European Foundation for the Improvement of Living and Working Conditions, EIRO began its operations in 1997. Its aim is to collect, analyse and disseminate high-quality and up-to-date information on key developments in industrial relations in Europe. It aims primarily to serve the needs of national and European level organisations of the social partners, governmental organisations and EU institutions.
The database contains more than 5,000 records, dating from 1997 to the present. Information about minimum wage is available by  European Union and candidate countries.

  Les travaux de l'OCDE sur la politique sociale couvrent une grande variété de politiques sociales, éducatives et sanitaires mises en oeuvre dans un environnement qui évolue en permanence du fait des progrès techniques et de la transformation des facteurs socio-démographiques et des marchés du travail. Plusieurs thèmes sont traités dans l'analyse de l'emploi parmi lesquels : les méthodes utilisées pour mesurer l'emploi et le chômage, et les statistiques connexes ( les absences au travail, les heures de travail, le temps partiel non voulu,  les conditions de travail) ainsi que les gains, le salaire minimum,  etc...
 Les analyses publiées sur ces questions ont pour l'essentiel constitué des chapitres de numéros passés des Perspectives de l'emploi de l'OCDE.

Social policy work in the OECD covers a wide array of social, education and health policies implemented in a continuously changing environment of socio-demographic factors, labour markets, and technical progress. Issues in employment analysis include : How employment and unemployment are measured, and related statistics such as absences from work, working hours, and involuntary part-time work, workplace organisation issues and labour market regulations such as employment security provisions, minimum wages, etc...

  Le Service propose une approche comparative et globale des relations de travail, des questions de rémunération et de législation du travail en vue d'aider les mandants tripartites de l'OIT à développer des politiques et pratiques du travail bien fondées et à encourager la capacité des mandants à formuler et à mettre en oeuvre les politiques et systèmes de rémunération au plan national et au niveau de l'entreprise. Ces activités visent à promouvoir des politiques de rémunération efficaces et équitables dans le cadre de questions d'administration des salaires, tant au plan national qu'au niveau de l'entreprise. Le Service a également oeuvré conjointement avec des Etats Membres pour concevoir des politiques de fixation de salaires minima.

The Branch provides a comparative and global perspective on labour relations, remuneration issues and labour law to assist the ILO's tripartite constituents in developing sound labour policies and practices and in enhancing the capacity of constituents to formulate and implement national and enterprise pay policies and pay systems. These activities aim to promote effective and equitable pay policies, in varied forms ranging from national-level to enterprise-level pay administration issues. The Branch has also worked with member States in developing minimum wage-setting policies.
